Robustness of climate metrics under climate policy ambiguity

چکیده
A wide array of alternatives has been proposed as the common metrics with which to compare the climate impacts of different emission types. Different physical and economic metrics and their parameterizations give diverse weights between e.g. CH4 and CO2, and fixing the metric from one perspective makes it sub-optimal from another. As the aims of global climate policy involve some degree of ambiguity, it is not possible to determine a metric that would be optimal and consistent with all policy aims. This paper evaluates the cost implications of using predetermined metrics in cost-efficient mitigation scenarios. Three formulations of the 2 8C target, including both deterministic and stochastic approaches, shared a wide range of metric values for CH4 with which the mitigation costs are only slightly above the cost-optimal levels. Therefore, although ambiguity in current policy might prevent us from selecting an optimal metric, it can be possible to select robust metric values that perform well with multiple policy targets. # 2013 Elsevier Ltd. Ambiguity and climate policy
Economic evaluation of climate policy traditionally treats uncertainty by appealing to expected utility theory. Yet our knowledge of the impacts of climate policy may not be of sufficient quality to justify probabilistic beliefs. In such circumstances, it has been argued that the axioms of expected utility theory may not be the correct standard of rationality. By contrast, several axiomatic fra...
متن کاملDark Clouds or Silver Linings? Knightian Uncertainty and Climate Change
This paper examines the impact of Knightian uncertainty upon optimal climate policy through the prism of a continuous-time real option modelling framework. We analytically determine optimal intertemporal climate policies under ambiguous assessments of climate damages. Additionally, numerical simulations are provided to illustrate the properties of the model. The results indicate that increasing...
متن کاملAbstract Title
Nowadays, decision-makers face deep uncertainties from a myriad of external factors (e.g., climate change, population growth, new technologies, economic developments) and their impacts. Traditionally, decision-makers in most policy domains, such as water management, transportation, spatial planning, and business planning, develop a policy or strategy with one or a few plausible futures in mind....

The purpose of this report is to explore useful metrics needed for estimating the short-term (20-30 years) and long-term (80-100 years) impacts of climate change on agriculture, both in monetary and non-monetary terms, helping decision–makers evaluate, at regional to national levels, which adaptation strategies and policy options potentially minimize risk and maximize benefits under changed cli...
